Party building
The activity of striving for excellence is an important deployment made by the 17th National Congress of the Communist Party of China and the Fourth Plenary Session of the 17th Central Committee of the Communist Party of China. It is an extension and deepening of in-depth learning and practice of the Scientific Outlook on Development, and a major event in the political life of party organizations and party members and cadres at all levels, with significant significance and far-reaching impact. The activity of striving for excellence focuses on creating advanced grassroots party organizations and striving to become outstanding Communist Party members. The basic requirements for advanced grassroots party organizations are that the construction of a learning oriented party organization has achieved significant results, excellently completed the basic tasks stipulated in the Party Constitution, and strive to achieve the "Five Good":
Firstly, the leadership team is good
The leadership team can deeply learn and practice the Scientific Outlook on Development, conscientiously implement the Party's line, principles, and policies, unite and collaborate, seek truth and practicality, be diligent and honest, and have strong cohesion and combat effectiveness.
Secondly, a good team of party members
Party members have excellent quality and strong party awareness, and can fully play a pioneering and exemplary role.
Thirdly, the working mechanism is good
The rules and regulations are complete, the management measures are in place, and the work runs smoothly and orderly.
Fourth, good work performance
Our unit has achieved remarkable results in various aspects of work, with outstanding achievements in serving the overall situation and focusing on the center.
Fifth, the public has responded well
Grassroots party organizations have high prestige among the masses, party members have a good image among the masses, and the relationship between the party and the masses is close.
The basic requirements for excellent Communist Party members are to exemplary fulfill the obligations stipulated in the Party Constitution and strive to achieve the "Five Leading":
One is to take the lead in learning and improving
Seriously study and practice the Scientific Outlook on Development, consciously strengthen ideals and beliefs; Seriously study scientific and cultural knowledge and become an expert in one's job.
The second is to take the lead and strive for excellence
Having a strong sense of dedication and responsibility, dedicated to hard work, innovation, selfless dedication, and making significant achievements in their respective positions.
The third is to take the lead in serving the masses
Actively helping the masses solve practical difficulties and consciously safeguarding the legitimate rights and interests of the masses.
Fourth, take the lead in abiding by laws and regulations
Consciously abide by the Party's discipline and model compliance with national laws and regulations.
Fifth, take the lead in promoting righteousness
Carry forward the new socialist trend and dare to fight against negative trends and violations of discipline and law.
The leading group of the Central Enterprise Innovation and Excellence Campaign has divided the activity into three stages, with the first stage from May to November 2010, mainly focusing on establishing institutions, mobilizing and deploying, quickly launching, and solidly advancing. The second stage, starting from the end of November 2010 and before July 1st, 2011, will focus on strengthening the construction of Party branches, combine learning and implementing the spirit of the Fifth Plenary Session, and commemorate the 90th anniversary of the founding of the Party to carry out in-depth activities to create excellence; The third stage, from July 2011 to before July 1st, 2012, focuses on strengthening the party building of enterprise headquarters, establishing and improving a long-term mechanism for scientific development of enterprises, closely focusing on the implementation of the "12th Five Year Plan", promoting grassroots party organizations and party members and employees to strive for excellent performance, and welcoming the successful convening of the 18th National Congress of the Communist Party of China to carry out in-depth efforts to create excellence.
Party organizations at all levels should plan early, clarify key points in stages, grasp important nodes, and advance in a planned and rhythmic manner in accordance with this deployment and requirement. Efforts should be made to achieve full coverage of the activity of striving for excellence, and every grassroots party branch and organized place should conscientiously carry out the campaign of striving for excellence, achieving a "horizontal to the edge, vertical to the end".
